Becoming a Billable Technician in Florida

Florida doesn’t license behavior technicians. What matters here is Medicaid. Florida Medicaid will only pay for behavior technician services if you hold an active BACB Registered Behavior Technician (RBT) certification. Without it, you’re a “behavior assistant” who can’t bill Medicaid clients, no matter how much on-the-job training you’ve had.

To actually get paid, you also enroll on your own as a Florida Medicaid provider under Provider Type 39, specialty 390. That takes an active NPI number. You also have to work under a supervising BCBA or BCaBA — RBTs can’t bill independently in Florida. (source)

None of this is optional if you want a caseload that includes Medicaid families, and in Florida a lot of ABA caseloads do. If you’re weighing whether the RBT exam and coursework are worth it, this is the practical answer: without the certification, whole categories of paid work stay closed to you.

What That Means for Your Paycheck

Because Medicaid requires the credential, RBT certification isn’t just a resume line in Florida. It’s the line between billable and non-billable. Employers can’t put an uncertified assistant on Medicaid hours, so certified RBTs are the only technicians who can fill that part of the schedule. That’s leverage when you’re negotiating pay or asking for more hours.

One thing to watch: since May 11, 2023, Florida Medicaid stopped letting RBTs implement behavior plans under remote supervision. Your supervising BCBA or BCaBA has to observe you in person now, not over video, when you’re carrying out a behavior plan. It’s also worth asking which Medicaid managed care plans a practice is actually contracted with. Florida moved most Medicaid-enrolled ABA clients into managed care plans starting February 2025, and a practice has to be separately credentialed with each plan, such as Sunshine Health, Aetna Better Health, or Humana, to bill for that plan’s members.
