Working as a Behavior Analyst in Indiana

Indiana licenses behavior analysts, but not the way most states do. The Indiana Behavior Analyst Licensing Board, part of the Indiana Professional Licensing Agency, issues the Licensed Behavior Analyst (LBA) and Licensed Assistant Behavior Analyst (LABA) credentials. The underlying law took effect July 1, 2021, but the online application didn’t launch until May 13, 2025 — a four-year gap between the statute and a working way to apply.

Here’s what matters for your paycheck: Indiana’s law is title protection, not a practice act. It’s illegal to call yourself an LBA or LABA without the license, but it is not illegal to perform ABA techniques under a different job title without one. A license doesn’t gate you out of employment in Indiana the way it would in a state with a true practice act, but it does let you use the protected title, which matters for insurance panels, referral sources, and employers who want credentialed staff on paper. LBA status requires an active BCBA or BCBA-D certification plus a background check; LABA requires an active BCaBA and a signed supervision contract with a licensed LBA.

RBT vs. BT in Indiana

For anyone billing Indiana Medicaid, the credential distinction is not optional. The program only reimburses ABA delivered by an HSPP, BCBA, BCBA-D, BCaBA, or a credentialed Registered Behavior Technician — a general “behavior technician” without RBT certification cannot bill. BCaBAs and RBTs must work under the direct supervision of a BCBA, BCBA-D, or HSPP, and claims must carry the matching modifier (U1 for RBT, U2 for BCaBA, U3 for supervising-level clinicians).

For job seekers, that makes the RBT credential real leverage in Indiana even though state licensure itself is optional to practice — it’s the ticket to billable hours under Medicaid. For owners, it shapes your staffing model: uncredentialed techs can’t generate Medicaid revenue, so your credentialing pipeline directly caps how many billable hours you can run.

Indiana has real workforce pressure working in clinicians’ favor: the state has 107 federally designated Mental Health Care shortage areas covering about 6.06 million people, with only about 40% of mental-health provider need currently met. That shortage is leverage for pay negotiation outside major metros. One caveat: the state’s loan repayment program (IN-SLRP, up to $40,000 over two service terms) does not list behavior analysts or BCBAs as an eligible discipline, and it’s currently paused for new applications anyway. Separately, ABA group agencies must hold third-party accreditation starting October 1, 2027, alongside a moratorium on new ABA group enrollments that began June 6, 2026 — likely to shrink the number of small, unaccredited agencies competing for staff, which could tighten the labor market at the practices that survive.
