Working as a Behavior Analyst in Iowa

Iowa’s behavior analyst license doesn’t require its own exam. If you hold current BCBA or BCaBA certification, the Iowa Board of Behavioral Health Professionals issues your Licensed Behavior Analyst (LBA) or Licensed Assistant Behavior Analyst (LABA) credential on proof of that certification alone. The board itself is new: it formed July 1, 2024, when Iowa merged its old Board of Behavioral Science with the Boards of Psychology and Social Work. Behavior-analyst licensure has existed under Iowa law since 2018.

For a working BCBA, that has two practical effects. Getting licensed here is mostly paperwork once you’re already BACB-certified, not a second exam to study for. And if you’re licensed or certified in another state, you can practice in Iowa without an Iowa license at all, as long as you stay under 2,080 hours here in a calendar year, roughly a full-time work year. That’s a real option if you want to take on Iowa clients part-time or work across state lines without carrying a second license. RBT vs. BT in Iowa

Iowa doesn’t require a technician to hold the BACB’s RBT credential to deliver ABA. Under Iowa Code §154D.4(3)(c), a paraprofessional can provide services under an LBA or LABA’s direction using a non-professional title, with no state license or certification required.

Medicaid billing follows the same logic. Iowa Medicaid’s technician-tier rule, effective September 2022, lets someone bill as a “registered behavior technician” with either current BACB RBT certification or simply a bachelor’s degree in any field. The state added the bachelor’s-degree option after a commenter raised workforce shortages during rulemaking, and Iowa revised the rule to widen the eligible pool. Either way, the supervising LBA or LABA submits the claim, not the technician.

For job seekers, this means the RBT credential still signals competence, but it isn’t the only door into paid ABA work in Iowa. For owners, it widens your hiring pool: you can bring on bachelor’s-degree candidates without a certification and still bill Iowa Medicaid for their supervised hours, as long as the billing runs through your license.

Iowa also runs a BCBA/BCaBA tuition-reimbursement grant through the Center for Rural Health and Primary Care, covering up to 50% of program tuition and fees for students who commit to two years of full-time practice in Iowa after graduation. It’s currently not accepting applications, since funding depends on legislative appropriations, but it’s worth checking back on if you’re weighing where to train.
