Becoming a Billable Technician in Delaware

Here’s something that surprises a lot of people: Delaware Medicaid does not name the RBT credential as a requirement. Under 16 Del. Admin. Code 2102, §3.3, you can bill for ABA hours as a “Behavioral Technician” without RBT, as long as you and your employer clear a state-specific checklist instead.

That checklist covers a high school diploma or GED, a passed background and abuse-registry check, current CPR certification, signed acknowledgments of Delaware’s mandatory-reporting law and HIPAA, a course on autism spectrum disorders, an ABA-principles course, and competency-based training in ABA procedures signed off by your supervising BCBA. You also need at least 10 hours of observed training and direct service before you can see clients one-on-one. A current BCaBA credential covers the competency-training step automatically.

In practice, most agencies still put new hires through RBT training, because it’s the fastest way to check nearly every box above in one program. But if you’re weighing whether to pay for RBT certification before you have an offer, know that some Delaware employers can train you in-house to the same standard and get you billing without it.

What That Means for Your Paycheck

Because Delaware gives employers two ways to get you billable, RBT still functions as a shortcut that’s worth money. Certified techs walk in already meeting most of the checklist, which means less unpaid ramp-up time before you’re on the schedule for paid client hours. That makes RBT the faster route to a full caseload, even where it isn’t the mandatory one.

Delaware also locks in a minimum supervision ratio, not just a suggestion. Under §3.3.1, your supervising BCBA owes you at least 1.5 hours of supervision for every 10 hours of direct treatment each week, with a floor of 1 hour a week even on light caseloads.
