Becoming a Billable Technician in Minnesota
Minnesota does not require an RBT to bill Medicaid hours. The state’s EIDBI benefit (Medicaid’s autism therapy program) sorts technicians into a three-tier system — Level I, II, and III — plus a supervising role called QSP. To work at Level III, you must be 18 or older, employed by an enrolled EIDBI agency, and meet one of these:

- Fluency in a non-English language, or Tribal Nation certification
- One year of relevant experience in the last five years (personal care assistant, community health worker, special education assistant, and similar roles count)
- Completion of the required EIDBI trainings (ASD Strategies in Action, EIDBI 101, Multicultural 101) within six months of hire
No RBT exam, no 40-hour training, no BACB paperwork. That’s a real difference from most states. One catch: Level III techs cannot deliver EIDBI services by telehealth under any circumstance, so this pathway is in-person only.
RBT certification shows up at the next tier instead. Level II asks for a bachelor’s degree plus one of several credentials — 1,000 hours of clinical experience, equivalent graduate coursework, a BCaBA, an RBT, or another DHS-recognized certification.
